Copy this file to `rules.md` and replace every `TODO`. The skill refuses to run
while a `TODO` remains, on purpose. Each rule: an ID, `must` or `should`, the
rule in one sentence, and where it came from. Write the rule in your own words;
paste the source, not a summary of the source, into the "source" column if you can.

This file is not legal advice and the course authors have not filled it for any
state. Your regulator's current rules and your lawyer are the source. Rules change;
re-review at least yearly and after every regulator bulletin.
